If the camera is working well an image shot in these circumstances without 
compensation will look dark but will have a good deal of highlight information 
intact. I used to bias my exposures to make them "look" correct before I 
started using PCR but now don't, I appreciate the extra highlight detail that 
the metering bias preserves.
