I send them an email once I ship their item, saying that I've shipped it on 
such and such a day and that once their item arrives, please leave feedback and 
then I'll leave feedback for them. So I withhold my feedback until they give 
me theirs. 

Not being a powerseller I need all the positive feedback I can get. And I've 
found if I don't make it sort of conditional, then they may never leave any.

But that's me. It's worked well since I've been doing that, though (I didn't 
always). Although there will always be a certain percentage who never do. Most 
care about their own ratings as buyers, however.
