Minimal adjustments .... just like reducing the exposure by a stop or so. A
POL filter might have helped the shot ... "hehe"

The composition is not very good, either, imo.  There's no need for the
light pole on the left.  Tighter framing on Steve's part or cropping would
get rid of that unnecessary element.

I can't comment on the 28/200 ... never even saw one much less used one. 
However, I don't think the lens choice was the big factor here.
