that's pretty awful. but the only wars on terror that were won, afaik, were the kinds waged by "uncle joe" back in ussr. the reason it worked so well was that anyone even remotely suspected of being suspicious was promptly moved beyond the arctic circle, together with their relatives, neighbors and coworkers. i doubt any western country has guts (and infrastructure) to do that today (at home).
