As other people have said, unsharp mask gives you the most control.

There are other techniques to sharpening, most of which involve
selecting parts of the image and only sharpen those, in order to avoid
sharpening parts without detail.

Last year, John Brownlow, the keeper of the streetphoto and
digitalsilver lists, posted something called "UltraSharpen". It is a
Photoshop macro that guides you through the process of selecting
edges, sharpening them, etc etc, with lots of control (sorry I don't
remember who the original author of the plugin was, you'll find out
when you use it) I think you can still get it at
ftp://ftp.pinkheadedbug.com/pub .  While you're there, visit John's
