Yes. I think it might also mean something like "come on". And there's also a rather good film called "Jalla Jalla" - see

Also, there is or used to be a radio show called "Radio Jalla" here in Norway. Made by immigrants, and essentially making fun of the stereotypical view of people from a minority background.

And last, but not least, "jalla" is (for some reason) sometimes used around here (informally) in the meaning "low quality" or "not genuine" or whatever...
