How will you be traveling? If you're planning on being mostly in New England, I'd recommend Burlington, Vermont. Lovely city and well situated for a wide variety of photo opportunities within easy driving distance. Burlington would make a good "base" to stay at and from which to take day trips. You can even get a ferry from Burlington to take you across Lake Champlain to New York State for a brief trip to the Adirondack mountains. Don't know about the New York City advice.
