Another great movie suggestion on this theme is M - A Town Is
Looking For a Murderer by Fritz Lang in 1931, author of Metropolis.
It's a great movie, btw.
No wonder Hitler was quite angry at the movie.

Along with Lost Honour of Katharina Blum (by Trotta and Schlöndorf,
1975), which was filmed and based on real story during the german
Witch-Hunt for RAF terrorists during the 60-70s, both depict quite
disturbingly what happens in such situations.
