I don't think it does, but I also don't think the police stopping vehicles without cause is an abuse of citizens. If you are operating a motor vehicle, you may be asked to prove it is something you have the right or privledge to do at any time. The abuse part that I was inferring is when police go fishing after stopping you.
Sorry, I wasn't very clear there.
They don't have the right to look in your trunk, as far as I am concerned, but if you refuse them the look, you might find your trunk opened with a prybar.
That is abuse.
