To my way of thinking 'Yes'. Or just say they'll check it out, drive by, see you're not breaking the law, and never make contact with you.

I think I disagree.  Someone in the neighborhood was scared or concerned.
While I think it's a bit overreractive to call the cops just because some
old fart is taking pictures, it may be better that the police do check
things out rather than ignore them.  What was the officer to do - tell the
person who called that they're overreacting and not worry about it?
