I think I answered it, Shel, in one of those comments of mine that nobody else seemed to care for. I think they need to look into it, for two reasons: One being the reason you just stated; the other, that every once in a while, however rarely, there might actually be something there that needs to be dealt with, and ignoring that risk is no part of their job. (Which is probably the very same argument the said citizens would use when raising h*** about being ignored.) It would, of course, be way preferable if the citizens weren't as prone to complain and be concerned about so many little things, but rebottling that particular genie may take a long while, if it's possible at all.
