The licensing system obviously works extremely well. Do you notice how there
are never any accidents and no one ever gets hurt?

The licencing system is a total failure, since it only means you have to behave yourself for the 15 minutes an examiner is in your car. It does prove that you are capable of operating a vehicle at a minimum level of competency, not that you will continue to do so, or improve your sklls.
Mandatory retesting would prove the same thing.

Taking away drivers licences (removing the privledge or right to drive) is also ineffective, since it puts unlicenced drivers on the road.....

Personally, I think if you prove yourself to be such a bad driver that you are not safe to be behind the wheel, your car should be taken from you and crushed, and if you are found driving a vehicle, that vehicle, no matter who is the owner, should suffer the same fate as your own car.
But I tend to be a bit over the top on the subject.
