Underexposing is pretty much the same thing as using a higher ISO and
amplifying the signal from the sensor.

That's banding, it's a sensor/electronics artifact. I can only assume
it's an
high ISO shot or alternately the shot has been heavily adjusted. It's a
rarity
that a problem like that would show up in a well exposed daylight shot.
The
only time I've seen the problem in my *ist D images is in a handful of
low
light high ISO images.
