I generally resize for the web only after sharpening my 16-bit, 144 meg file 
and saving it as an 8-bit 72 meg tiff. I consider the web images insignificant. 
and I don't worry about them very much. Once in a while, I add a little bit of 
extra USM to aweb image after resizing (with bicubic sharper) to 72 dpi at 13 
inches on the long side. That's a tiny file. So I frequently don't bother. 
Sometimes I don't even look at them at 100%. I think at the sizes we're talking 
about for the web, it doesn't really make much difference when you sharpen. The 
only thing that anyone might notice is a great deal of oversharpening.
