iPhoto has a non-standard file open implementation and cannot be used
in the same way as other applications/applets that have the
traditional File->Open... menu command. There is no way around this
that I'm aware of.
You must tell the HP scanner to save scans into a folder. Then, start
iPhoto and drag/drop the folder onto iPhoto's window. iPhoto will
import them, copy them into its own directory/database structures,
etc. You can then delete the original folder of scans, if you
choose ... I'd archive them to a CD first however.
