Marnie, it is probably yet another cultural thing... But those folk
don't look like "out of towners" to me... This is very good photo, it is

They are NOT right next to a hotel or an airport or something. I think
the
sign, Civic Center sort of says that. But maybe one has to know SF. (They
probably rode in on Bart from somewhere and are seeking a hotel
somewhere.)
Boris, put your Sherlock Holmes deerstalker on. The two on this side of
the sign have suitcases, so they're going somewhere. If they were locals
going out of town, they wouldn't need to look at the map - they'd know the
way. Ergo, they're foreigners coming into town.
They've obviously flown in because there is an airline tag on the woman's
case. You can tell by her expression that she's the fussy type, and will
take the tag off as soon as she reaches her destination. The way she is
nevously clutching her handbag to her side suggests she's not used to
large towns, so she's definitely a country girl. This is borne out by her
unfashionable flared trousers, which don't fit very well.
The shadows suggest it's about 3 o'clock in the afternoon, and (assuming
they got a morning flight), that means they've probably flown for about
four hours, so they've come from Iowa or somewhere. They're not going to
stay at an hotel because, if they were, they would have gone straight
there in the airport limo, and not had to wander about the streets.
Clearly they're not going to stay with a friend, because a friend would
have met them at the airport.
Their cases are far bigger than they would need for a weekend, so they're
not going home for a while. All things considered, and judging by the
guy's haircut, they're probably part of a missionary organisation, and
have come to SF for a training course prior to being sent to Colombia to
convert the people of the Canoniko tribe.
Of course, I could be wrong.
