I don't know where you get your figures but my CRT monitor achieves a measured 750:1 contrast ratio at a white point of 90 cd/m2 not 400:1 at 250 cd/m2 like a 20" cinema display, I don't know anyone who could sit for hours less than a metre in front of a monitor at 250 cd/m2. And it cost far less at purchase than the equivalent sized TFT does now.
