Not even close - especially when compared to a good, higher-end consumer film scanner like some of the Minoltas or Nikons (and perhaps one or two others)
I've scanned some med format negs on the Epson and the same negs on a Nikon Coolscan 8000 .... the difference in quality was quite obvious in favor of the Nikon. With 35mm negatives the difference is even greater. You have to decide for yourself what quality you're willing to accept, and that depends in great part on what you intend to do with the scanned images. For example, a 10x14 inch print made from a 5:7 proportion 35mm negative looks pretty good when scanned on a Nikon Coolscan V or 5000, but it just doesn't cut it when scanned on an Epson flatbed scanner.
