not trained in any attack fashion, nor did they get out because of any

Ummmm, are you implying that the dogs were the smart ones in that family?
Seriously, if the dogs escaped their yard, the owner wasn't responsible in
his kenneling, and should be held liable, unless someone took a bolt cutter
to his fence.
It's sad that all we hear about with regards to biting is certain breeds.
Most of the biting is done by smaller terrier types and spaniels (Cockers
are notorious biters), but that doesn't seem to make the news or bite
statistics, since small dog bites are not taken seriously.
