Ummmm, are you implying that the dogs were the smart ones in that family?
Seriously, if the dogs escaped their yard, the owner wasn't responsible
in his kenneling, and should be held liable, unless someone took a bolt
cutter to his fence.
It's sad that all we hear about with regards to biting is certain
breeds. Most of the biting is done by smaller terrier types and spaniels
(Cockers are notorious biters), but that doesn't seem to make the news
or bite statistics, since small dog bites are not taken seriously.

The reason it doesn't make the news is that being torn limb from limb by a
pack of large dogs is slightly worse than receiving a nip from a dachshund.
Or so I believe. YMMV.
