Exactly. It's one man's perceptions, and it just happens that that
man (Robert S McNamara) was in a position such that his perceptions
were instrumental in shaping the presidential decisions of the time.
It's available in a book as well as the film. Fascinating to read.

Thanks. I am interested, but is a film definitive information? I
remember the Director of JFK suggesting quite the opposite about his
own picture (after it had caused upheaval, that is).
