I agree, Dan. Most of the people whining about PUG have never posted, and don't comment. Changing the "rules" won't change that. I used to post regularly (I don't think I missed in about 5 years), and commented regularly, too. The excitement on the first of each month on the list was palpable. That stopped at least a couple of years ago (I think the ebb in the excitement predated PAWs and PESOs).
