That happened, some thirty-odd years ago, back in the UK.
A few the small brewers caught on to the fact (as one of the
London brewers knew full well) that the most cost-effective
way of delivering a product consisting mostly of water to a
limited market area (rarely more than ten miles from the
central production site) was to use a horse-drawn cart.
(I don't know why it didn't work out that way for dairies;
perhaps that's because everybody expects their milk to be
delivered early in the morning, while pub deliveries can
be spread throughout the day, thus getting more product
delivered per vehicle).
