It doesn't sound too sad to me, and I don't think it is necessarily
an acknowledgement of his level of photography.

I am from my own experience that sometimes you want to practice 
with a particular type of photographs, it might be hard to find those.
E.g. I know that I can take good candid type of shots of people (portraits,
etc.)
but I have very little experience with the posed portraits, as I don't
have much experience of _setting_ the poses - I am good at noticing them.

I've been wanting to take photos of somebody (relatively photogenic)
willing to pose - for free -- just for the photos that the person
will get in return. Since I am not earning any money from photography,
I cannot justify hiring a professional model.

So, I can somewhat understand the person who posted such an add.
However, I also feel a bit of desperateness in 
"if you ..  just  have any ideas of interesting photographs...",
especially if it was posted from NYC, - this city has plenty of
interesting subjects and scenes on the streets.
