The F 35-80/4-5.6 is a good lens when stopped down; it is far
from excellent, and not very good wide open, but can be used
with no complaint. There is no FA 35-80/4-5.6.
The FA 28-80/3.5-5.6, although apparently better built and with
a more useful focal lenght range, is a poor performer at 28,
even stopped down, and a more than average performer at 80.
The FA in the name should mean that it can communicate with the
body about the focusing distance, meaning a better performance
with TTL flash.
If you need a lens wider than 35 and have no other
opportunities, the FA can be the choice, but I cannot recommend
it.
