Step 1 of using a new Dell is to re-install Windows.  Are you working 
from a fresh install?  Simply uninstalling all the Dell garbage is not 
enough.

Microsoft released some sort of shutdown fixer software very recently 
(this week or last)  The name escapes me, but this may be worth a try.  
I tried googling for it, but was unable to find it.  I'm sure someone 
else caught it and will post.

Also, once you get everything how you like it, make an image of your 
disk so you can go back to a known good point.
