That is not necessarily the case with ultra-telephoto lenses. For instance, the original 6x7 300mm f/4.0 was exactly the same lens as the K version for 35mm with a different mount, and 300mm is not exactly a UT. With UT's the size of the glass is determined by the speed desired not the format. This is true with almost all the very long lenses I am aware of. So, while maybe, slow UT's can be quite a bit smaller for a small format, those with large apertures apparently can not.
