Yep.  I live in a college town.  School just started.  The students  
love to walk around in the streets after dark dressed all in black.   
Smart kids!

Also, we have a lot of one way streets, and right after school starts  
and for a couple of weeks it is common to see them driving the wrong  
way on these streets.  The many signs have no impact, so the town has  
now painted arrows in the middle of some of the streets.  Hasn't  
helped so far this year.

Bicycle riders are supposed to obey the same laws as cars.  They don't.
