I'm sure that commercial waste from Starbux (garbage and refuse, essentially) are required to be removed by a certified commercial disposal service in California. Coffee grounds are not just waste dumped into a bin for people to carry off hither and yon, however. They package them into sealed bags and offer them as clean compost material. In other words, providing them for people to use in compost, free of charge, is a service that costs Starbux some money and effort. And I'm certain that, where they are offered, Starbucks has made sure that the service meets with all local laws and regulations.
