I'm quite certain that Starbucks corporate folks would not allow  
their store managers to offer the "free coffee grounds" service  
unless it met compliance with existing local regulations, mike.  
They're reasonably smart people and wouldn't want to be caught in  
something as foolish as dumping waste illegally in such a visible  
manner.
