Photoshop actions are not stored accessible to you manipulating them as files until you use the Actions palette command to 'Save As...' to a .ATN file. I seem to recall that actions are stored into Photoshop CS2's preference caches somewhere until you export them with the Save As command.
The resulting .ACT files are not designed to be edited as text ... they are not XML or other text-based markup language.
