Not necessarily, Digital sensors need light that comes in close to perpendicular to the sensor, film does not. This is the source of much of the dark corner issue on FF bodies. The softness is more a lens performance issue. It goes aaway when you mount lenses like a CZ 21mm Distagon or Leica R 19mm via an adaptor. The FF sensors simply outperform Canon's ultra-wide lenses.
