It's because <Alt>0189, and any other <Alt>xxx code, only work with the
Windows version of the ASCII character set. When the message goes
through the mail system on the internet, characters get translated to
different character sets, many of which assign codes 189 and others to
different characters than Windows, or they don't have those codes at
all and translate them to something "useful", like dropping the high
bit, so 189 becomes 61 (an = sign).  I wish I knew how to set things up
so those characters get through unmolested ... others around here seem
to be able to do it.
