In Ontario (Canada), it's the middle class that is denied legal
services.  The rich can afford to pay themselves, the poor (who meet
the "means test" - which really should be called a "lack of means
test" shouldn't it?) are covered by legal aid, while the middle class
can't afford a lawyer and the state won't pay for one for them.
