Very simple, to save money on the shipping and or customs/duty
charges. AKA Tightwad"

And furthermore, since reading back & learning that the purchaser used PayPal, 
you may have seen the last of that money. The buyer has 6 weeks in which to 
make an Item Not Received complaint. Outside that window, as I understand it, 
not a chance.

It is a very false economy to underinsure. Notwithstanding the likelihood of 
getting any recompense from USPS......

BTW any decent-sized package coming into UK with a declared value of over GBP18 
(36 for 'gifts') is up for inspection & subsequent customs surcharge; having 
said which, it's all done on a totally random basis, in house at Mount Pleasant 
PDO.

God only knows why the fellow chose to underinsure it (since you gave him the 
choice).
