I see what you are perceiving but I think it's an optical illusion.  Keep 
staring and it'll straighten out. :-)

I took a rough measure by holding a yellow sticky note to the left side and 
marking the horizon point then moved it to the right side. The horizon is a 
little hidden at both extremes of the frame but I think it's level.  At 
first glance it may be the diagonal lines of the water channel that give a 
crooked feeling.  In particular when I focus my attention towards the bottom 
left hand corner, the picture tends to look askew, but when I look at the 
whole frame, it does not.  I think he got it right. :-)
