It's a negative film, with fairly wide latitude (depending on which you choose, of course). Gordon Willis talks about underexposing The Godfather Part II by six stops and sometimes more to make it washed out and colourless in the Vegas sequences, and also talks about underexposing by a couple of stops as a rule to defeat "helpful" lab people who try to "brighten up" your "too dark" film.
