I suppose you mean leaf shutters, aka interlens shutters, aka
Synchro-Compur, aka Copal#0 or 1 or 2 etc.  That design can't be used at the
focal plane because it begins opening from the centre, and finishes closing
at the centre, which would cause a huge exposure imbalance between the
centre of the frame and the corners.  That doesn't matter within the lens
where the image is still unresolved. 

As, well, the aperture of the fully opened shutter would need to be as big
as the format's diagonal measurement, which is many times bigger than it
needs to be inside the lens.
