A lot of people have already weighed in at this point but, like any good 
list member, I need to get my US$1.00 worth...

for DSLR housings for a "budget" I'd go with Ikelite.  They have an 
awesome system of housings, ports and accessories including full TTL 
flash for some Canon's (not sure about Nikon).  www.ikelite.com.

As far as viewfinders go, modern housings have viewfinder magnifiers 
that work pretty well.  It's definitely an art to compose and shoot 
underwater and great buoyancy control is a must.  My instructor called 
it "Zen diving."

I used a Pentax optio 330 and Pentax housing on my SCUBA trips to the 
GBR and while it worked out pretty good, your friend would be better off 
finding a P&S "system" including some sort of off-camera flash ability. 
  I know Olympus had some pretty good housings, including a flash 
housing for one of their upper-end P&S digis.

It's an area of photography I'm very interested in (and one reason I 
switched to Canon) but it's just not in my budget to get the Ikelite 20D 
housing, 2 ports and ETTL strobes at the moment.  Sigh.....
