The reason for the introduction of the CF II spec was to allow thicker packages (necessitating a taller card slot, even though the connector remained the same). This allowed manufacturers to pack more memory into the devices (using such tricks as having chips on both sides of the circuit board, etc.)
Nowadays chip packaging density has increased enough that most of the solid-state cards being sold are probably sufficiently slim, even if using double-sided component mounts, to fit into a CF I slot (if you can find one of those anywhere), but back in the early days of the CF that was not always the case. In theory you could have a CF I microdrive, but as far as I know nobody has tried to build one; the dimensional limits would probably mean it couldn't be made sufficiently rigid.
