I've discovered that all reformatting a card does is rewrite the directory structure. The data is still there, and is recoverable. Erasing the files uses the original directory structure but changes the first character in the file name to a special character that tells the OS that the file has been erased, (and frees the space for re-use). I've thought about writing a secure erase routine that would zero all the data space in a card but I've been too lazy, and haven't photographed anything I consider embarrassing enough to require such measures. After downloading I just erase all the files, and make sure the computer knows I'm ejecting the card to write the buffers.
