The operators don't have to. The printer will downsize the file for 
printing.
Send slightly soft, slightly low saturation files.

I had a guy shooting weddings with an 8mp Canon, and submitting full res 
files. Used to annoy the hell out of me doing his 300+ proof jobs. The 
translation times were enormous.
