I think the straight social realism approach works best with this sort 
of subject. Glamming it up with nice lighting or a distinctive angle of 
view (birds eye, worms eye, whatever) distracts from the straight 
content. "Presented without comment" is how I see such shots - and 
sometimes the fence is just a fence, sometimes not.
