Is the machinery maintained, do the operators know enough to do the job properly, is quality control of the processes and printer set-ups done regulary (daily, preferably) and competently? The Wal-Mart I worked at was the best lab on town for quite a while. It is very easy for labs to go out of control. I think more so with the digital equipment. The printing is less stable now than it was with recent optical printers. Hence daily set-ups being necessary. With digital, most of the problems originate with the submitted files though. Wal-Mart for sure is mandated to run QC checks daily, with part of CanStar dedicated to inspection of QC records by an outside management team. The original poster specifically mentioned digital pictures, so the C-41 comments are off topic. C-41 is pretty bombproof though, and modern equipment is very accurate. The Noritsu V100 film processors that I ran for the entire 9 years I was at Wal-Mart never needed more work than basic processor maintenance. We did have a machine that developed a scratch problem that was terminal, but that was a very abnormal situation. The nice thing about Wal-Mart is that they are cheap, and as long as they are doing what they are mandated to do, their work should be as good as anyones. Depending on the people, of course.
