Sorry, but that usually won't work in reality. If paypal rules that you owe the buyer a refund for whatever reason and you have "cleared" your account by taking all the money out of your paypal account (if that's what you mean), they (PAYPAL) simply shut down your paypal account ( both for buying and selling ) UNTIL YOU PAY THE AMOUNT. If you are willing to never have a paypal account again that might work, but not many would be willing to do that unless it was a very very very expensive ruling against you. I know this because I had some claims as a buyer where the seller bailed out of paypal and never came back, in those cases I was able to get refunded via paypal buyer protection (less a $25 deductable) and PAYPAL themselves had to refund me. jco

Just that, clearing the Paypal account, ie transferring whatever funds that they are holding on your account to your actual bank account, so long as your cash is available to them they can do whatever they desire with it, obviously.
