Yes, this is true. Vertical real estate on the display is more valuable than horizontal real estate, so I design to take advantage of vertical real estate and down-size the horizontals to make for a more evenly spaced presentation. An all vertical or all horizontal presentation provide the most uniform display, however, you can use the orientation and sizing differences to punctuate and change the expression of your photos as well.
