The key to not getting IE7 rammed down your throat as a mandatory update is to not upgrade Windows Update itself to Microsoft Update. If you haven't upgraded Windows Update to Microsoft Update, DON'T! You'll see "begs" within Windows Update every time you run it asking you to update to MS Update, but ignore them. In Windows update, IE7 will show up as a critical, but not mandatory, update. When you see it in the list of updates, look towards the bottom of the listing for the IE7 update and there will be a checkbox labelled something like "Hide this update". Click that checkbox and you won't have to worry about IE7 coming in unannounced.
