There are millions of M42 lenses actually owned
by people. I dont have any cost numbers, but I am
talking about a modification of a current design licensed or something &
just adding the lens M42 pin actuator instead of
the kmount lens lever actuator. this would NOT
be designing an entirely new DSLR camera from scratch.
The metering would be identical to the GB now on KM lenses
for Pentax DSLRs except pushing a M42 lens pin instead of pushing
a K lens lever.

All your points are valid. But are the numbers there? The investment
is probably around fifty million dollars. Are there enough buyers out
there to pay that off? You should talk to some venture capitalists
and see if you can find some who might want to fund such a venture.
If you can't get the money, it's probably a bad bet.
