It's kind of hard to tell really, without a PhD in comparative
anatomy. However, this being the internet I'll stick my upper
vertebrae out and say yes, it's a human bone and clearly evidence of a
gangland slaying. 

I believe there are some policemen in Estonia. I know that because
I've read 'Dogs of Riga' by Henning Mankel, and I think he meets at
least one of them. It might be a good idea to send your photograph to
them for confirmation of my diagnosis. Please ask them to get in touch
with me when they want to give me the reward.
