In the old days stores use to toss the carbons in the trash. So any 
dumpster diver could have hundreds, or even thousands, of credit card 
numbers to play with. But of course that was only a local problem, not a 
worldwide one like it is in this electronic age. And, they could not 
directly access your checking accounts.
